The Connecticut Neighborhood Assistance Act (NAA) Tax Credit Program is designed to provide funding for municipal and tax-exempt organizations by providing a corporation business tax credit for businesses who make cash contributions to these entities. Each year, the Town of Glastonbury collects program proposals from community non-profit organizations and municipal agencies for funding consideration under the Neighborhood Assistance Act (NAA) program. Proposals must be subsequently approved by both the municipality in which the programs are conducted and the Connecticut DRS.
2024 NAA Program - Important Dates
- May 3, 2024 – Program Proposals from Community Agencies/Non-Profit Organizations Due to Town of Glastonbury
- May 28, 2024 - Public Hearing held by Town Council to review and approve proposals
- July 1, 2024 – Approved programs submitted to Connecticut Department of Revenue Services (DRS)
- September 15 - October 1 – Businesses interested in contributing to approved programs must submit Form NAA-02 to the CT DRS to be eligible for a tax credit. See details below.

Making a Tax Credit Eligible Donation
Businesses who wish to contribute to the NAA approved programs are eligible to receive a tax credit equal to 60% of the cash invested. (Tax credit facilitated by the CT DRS.) Interested businesses should please follow these steps.
Step 1: Complete & Submit Form NAA-02
Businesses must complete and electronically submit Form NAA-02 between September 15th and October 1st of each year. The form can be accessed on the DRS website beginning September 15.
If approved, the CT DRS will mail an acknowledgement letter indicating that your business is eligible for the tax credit.
Step 3 – Make your donation
Upon receiving approval from the CT DRS, make your contribution to the NAA Approved Program(s). Please contact the individuals listed below to coordinate your donation.

Future Program Proposals
Tax exempt entities and municipal agencies desiring to obtain benefits under the NAA Program must complete Form NAA-01, Connecticut Neighborhood Assistance Act Program Proposal, Parts I, II, and III and submit the form to the Town of Glastonbury.
