Sewer Use Billing Information

The sewer use bill is based on water consumption for metered customers.

There are three domestic water sources:

  1. Metropolitan District Commission (MDC) - (860) 278-7850
  2. Manchester Water Company -  (860) 647-3115
  3. Private Well Water

Your water company notifies us as to how much water you have used in hundred cubic feet (1 ccf = 748 gallons) and we calculate the amount of your sewer bill by multiplying the ccfs times the sewer use rate (2024 year bill rate is $3.60/ccf). The sewer use rate is adopted each year by the Water Pollution Control Authority (WPCA).

If you have well water (non-metered), your bill is determined by using the average amount of water consumed by a residential customer (140 ccfs). The 2024 average bill is 140 ccfs X $3.60 or $504.00. Non-metered well users who believe their usage is below the average usage (140 ccf billing year 2024) have the option of installing, at their own expense, a special meter. There also is a minimum bill/standby charge of $75.00

As the owner of record of a property with a sanitary sewer connection, in November a sewer use bill will be processed to you. You are legally responsible for the entire years’ worth of sewer charges even if you bought the property anytime during that billing year. Should you not receive a bill as a sanitary sewer customer, you are still responsible for payment. An adjustment for the period when you did not own the property should have been addressed at the time of property transfer at closing. If this was not done properly, you must contact whoever performed your closing directly.

Important Dates

  • July 1 - June 30 - Sewer Use Billing Period
  • Last Business Day in October - Sewer Use Bills Sent
  • November 1 - Sewer Use Bills Become Due
  • November 30 - Last Day Bills are Payable Without Penalty

Appeals

If the amount of water calculated on your bill is not an accurate reflection of the water that your property discharged into the sewer system during the billing year, you may appeal to the Water Pollution Control Authority to be considered for a billing adjustment.

For an appeal to be considered:

  1. The appeal must be submitted in writing and must state the reason for the appeal (e.g., major leak) with detailed supporting evidence.
  2. If submitted by mail, the appeal must be postmarked no later than December 1 of the year of the bill being appealed. If submitted by email, the appeal must be received no later than 11:59 PM on December 1 of the year of the bill being appealed.
  3. The bill being appealed must be paid in full.

Please note, although your bill may be under appeal, you are still responsible for payment to avoid delinquent fees. If an adjustment is made, a refund will be processed accordingly.

Adjustments

The following provides policy guidelines adopted by the WPCA regarding billing adjustments.

Please note, due to the cost of processing bills a minimum bill, a standby charge has been established. This bill may be processed in cases where a property is connected to the sewer system with -0- consumption or consumption is minimal.

Water Company Credit

Normally, this credit is adjusted by the WPC office prior to the bills being processed by the Revenue Collector. If the credit occurs in the current billing period, the sewer use bill adjustment is made for the same amount credited by the water company. If the water company credit exceeds the sewer use consumption bill, the Town does not provide a rebate or credit on future bills. The water company credit shall be for the current billing year only.

Pool fill, Sprinklers

Absent exceptional circumstances, users who seek an adjustment based on non-sewered uses are responsible for installing one or more deduction meters at their own expense, and submitting evidence of non-sewered use collected from the deduction meter(s) to the WPCA.

Special Meters

These are cases where a special meter was installed and our office was not notified of the meter. Normally the meter is read and adjustment made accordingly. Adjustment for current billing year only. For additional information, please see the Special Metered Accounts web page.

New Construction, No consumption

A minimum bill will be processed if the property was connected at any time during the billing year (July 1st - June 30th). No adjustments shall be made to these bills. Any connection made during the billing year shall be subject to a bill even if it is a minimum charge. Zero or Minimal (Below Minimum Bill Use) Water Consumption - This is similar to new construction. No consumption. No adjustment shall be made.

Property Transfers / Closings

The record owner of a property on the date of billing is legally responsible for paying the sewer bill. Allocating this expense between buyer and seller is a private matter that shall be addressed at closing. The Town of Glastonbury will collect the entire bill from the record owner on the date of billing regardless of any private agreements between buyer and seller.

Since property transfers are done at various times during the year, buyers and sellers may choose to calculate estimated adjustments. The following provides guideline instructions on the process.

Note: since Sewer Use billing is based on usage and usage varies, bill calculations should not be based on previous bills.

Confirm the type of water service on the property. Public Metropolitan District Corporation (MDC), Manchester Water or Private Well.

If water service is provided by a public water provider, you must contact them directly (contact information provided at top of this page) to ascertain consumption. Note: Sewer Use bills are out annually on the last business day of October. The billing period covers the preceding July 1st - June 30th time period. 

If water service is provided by a private well, a flat rate charge is utilized based on 140 ccfs of water usage and may be prorated based on the month of sewer connection hookup date.

The adopted unit charge for the 2024 billing year is $3.60 per ccf which calculates the flat rate average bill $504/year.

Please note: The Town of Glastonbury assumes no financial responsibility to any party when providing estimated sewer use billing charges since they are normally based on projected consumption and in many cases prior to a final billing rate being adopted.
