Town Council Meeting (Special Meeting - Joint Meeting - TC, TP&Z, ASDRC) 06-25-24

There will be two public hearings as part of this meeting.  These public hearings include the following topics:

  • New Lease Agreement at 2112 Main Street between the Town of Glastonbury and Glastonbury Emergency Medical Services.
  • Total allocations/transfers totaling $3,268,906 which include 3 American Rescue Plan Act (ARPA) Fund transfers ($1,634,453) and 6 Capital Project Account Fund transfers ($1,634,453).

How to Contribute Public Comment to the Council Meeting

Residents attending this meeting IN-PERSON can provide public comment live during the designated timeframe. Residents wishing to contribute public comment REMOTELY may do so before the meeting through an electronic web form, or during the meeting as outlined below. 

Submit comment electronically BEFORE the meeting:

To contribute public comment in ADVANCE of the meeting, please visit the Town council public comment web page and submit your comments through the electronic form. Please complete and submit the form by no later than 2:00 pm one business day BEFORE the meeting for your comments to be included in the public comment session of the meeting.

Submit comment DURING the live meeting:

If you are joining the meeting through Zoom, you can submit public comment during the meeting as follows.

  • At the appropriate time during the meeting, the meeting host will announce when the forum is open for public comment and attendees can use the “raise hand” function as follows:
    • The meeting host will announce each speaker by name or phone number when it is their time to speak. At that time, the speaker’s microphone will be enabled for comment by the meeting host. When it is your turn to speak, please mute all other devices that may create background noise to ensure you are heard clearly.
    • It will be necessary to state your full name and address when you are prompted for comment.
    • Please indicate when your public comment is complete so the meeting host may then announce the next speaker. The meeting host will then mute your microphone.
    • Public comment is restricted to no more than three (3) minutes and a person may NOT speak more than once.

To Submit Written Testimony to the PUBLIC HEARING

If you are attending this meeting in person, you can provide public comment during the designated session.

Since this is a hybrid in-person/Zoom meeting, written testimony for these public hearings may also be provided in advance using the Town's electronic submission form, or in real-time using the "raise hand" feature of Zoom. Instructions for both methods are as outlined below. Please note, public hearing comment is restricted to no more than five (5) minutes and a person may not speak more than once.

Submit written testimony using the electronic form BEFORE the public hearing:

  • To share written testimony IN ADVANCE of this meeting, click here and submit an electronic written testimony submission form.
  • Be sure to select the specific public hearing topic for which you're submitting testimony on question #5 of the form.
  • Electronic submissions must be completed by no later than 2:00 p.m. the day before the meeting to be read to the record. 

Submit "written testimony" in real-time DURING the Public Hearing:

If joining the meeting through Zoom, you may submit public HEARING comment (in lieu of written testimony) using the following instructions.

  • At the appropriate time during the meeting, the Council Chair will announce when the forum is open for public hearing comment and attendees can use the “raise hand” function as follows:
    • VIRTUALLY: press “raise hand” button at the bottom of the Zoom meeting screen; or
    • BY PHONE:  press *9 on your key pad to “raise hand”
  • The Council Chair or meeting host will announce each speaker by name or phone number when it is their time to speak. At that time, the speaker’s microphone will be enabled for comment by the meeting host.
  • It will be necessary to state your full name and address when you are prompted for comment.
  • Please indicate when your public comment is complete so the Council Chair or meeting host may then announce the next speaker. The meeting host will then mute your microphone. When speaking, please mute all other electronic devices to prevent background noise and broadcast delays on the live stream.

This meeting will be broadcast in real-time through Public Access Television on Channel 16, or live streamed on the town website. Click here to view by live streaming. In the days following the meeting, the meeting video will also be available on the Town's Video OnDemand web page.
