Community "Meet & Greet" with Town Manager Candidate Finalists

The Glastonbury Town Council has narrowed the search for the next Town Manager to three highly qualified candidates.

A Community ‘Meet and Greet’ event will be held on Monday, December 12, 2022 from 6:00 pm to 7:30 pm at the Riverfront Community Center (300 Welles Street). Glastonbury residents are invited and encouraged to attend this in-person forum for an opportunity to meet the three finalists, whose biographies are provided below. 

In the days that follow the Meet & Greet session, the Town Council will interview each candidate again in closed sessions, followed by deliberations and the ultimate selection of the final candidate for the Town Manager position.

Background information on the three finalists for the role of successor Town Manager:

Jonathan Luiz has served as Town Administrator for Weston, CT for the past five years. Prior to this role, he held other positions in Connecticut municipalities, including Assistant Town Manager for the Town of Windsor, Town Administrator for the Town of Columbia, and Administrative Services Coordinator for the Town of Canton, CT.

Jonathan holds a Juris Doctor Degree from the University of Connecticut School of Law, and a bachelor’s degree in Political Science from Emory University.  He has also attended the University of Virginia’s Senior Executive Institute and is a Credentialed Manager from the International Association of City/County Management Association (ICMA-CM).


Joshua (Josh) Kelly
has served as the Town Manager & Chief Executive Officer for the Town of Winchester/Winsted, CT since 2021, and prior to that, he was the Town Administrator for the Town of Bolton, CT for two years.  He has also served the Town of Windsor, CT in numerous capacities since 2019, including Management Analyst and Graduate Assistant in the Town Manager’s office. He served the Town of Waterford, CT as Commissioner on the Inland Wetland & Conservation Commission, an elected Representative at their Representative Town Meeting (RTM), and as an Alternate Member of the Zoning Board of Appeals.

Josh holds a master’s degree in Public Administration from the University of Connecticut, and a bachelor’s degree in Political Science from Wheaton College in Norton, MA. He is also a Certified Municipal Official through the Connecticut Conference of Municipalities (CCM).


William (Bill) Riccio, Jr. PE
has served the City of Newport, RI as the Director of Public Services for over 16 years. He also worked as the Project Manager/Highway Engineer for the Rhode Island Department of Transportation for 17 years.

Bill holds a master’s degree in Civil and Environmental Engineering from the University of Rhode Island, in Kingston, RI, and a bachelor’s degree in Civil Engineering from Worcester Polytechnic Institute, in Worcester, MA. He has also attended both Harvard University’s Senior Executives in State and Local Government and Leadership in the 21st Century programs, as well as Pennsylvania State University’s Executive Management Program for Transportation Engineers.
