Project Overview

This spring, the Town commenced work on the Main Street Reconstruction project, which will provide significant improvements to pavement conditions as well as safety and recreational enhancements for pedestrians, cyclists, and vehicular traffic. The project area includes the portion of Main Street that runs from approximately Ripley Road to New London Turnpike.

Work began in early May and will continue into the fall of 2024. During this time, there will be impacts to on-street parking, isolated lane closures, and some day-time and overnight hour construction.

The project generally consists of full width pavement rehabilitation over the entirety of the project limits. Milling and paving operations will be restricted to the overnight hours (10:00 PM - 6:00 AM); however, other project component work will occur during typical day-time construction hours (7:00 AM - 5:00 PM).

Additional project work will include:

  • Minor road widening at select locations to better accommodate cyclist safety
  • Full reconstruction of existing brick snow shelfs to eliminate elevation variations
  • Construction of a raised median island near the southerly project limits to reduce vehicular lane width and calm traffic speeds entering the Town Center
  • Pedestrian safety enhancements achieved through the use of visually-prominent, decorative mid-block crosswalks and reduction of crossing distances wherever possible
  • Increase to roadway shoulder width on both sides to provide greater separation between cyclists and motorized vehicles
  • Limited concrete sidewalk replacement and storm drainage work

This project is supported by the State Local Transportation Capital Improvement grant (LOTCIP), which will fund 100% of construction costs. The design was completed by the Town of Glastonbury Engineering Division and the construction will be inspected and administered by Town staff.

The subject area was last paved in 1998, thus maintenance operations at this time are necessary to ensure longer-term viability of the overall Town Center pavement structure and cost-effective pavement management. 

While construction work will create some temporary inconveniences, the project is essential at this time and completion will result in area improvements for all. The Town appreciates the community’s patience as we work to ensure the safety of our roadways.

10/29/2024 - Crosswalk Installation - NEW

The contractor is currently installing decorative crosswalks within the project limits with work expected to continue through the end of this week, 11/1. These operations will affect traffic flow through the job site, therefore please drive slowly and cautiously through the project zone and plan travel accordingly. The Town appreciates your ongoing patience as we work to complete this significant project.  

Previous Updates

10/21/2024 - Paving of Driveway Aprons and Decorative Crosswalk Installation - Paving operations for Main Street between Ripley Road and New London Turnpike were completed as of October 16, 2024 with temporary pavement markings in place until permanent pavement markings can be installed.  Paving of driveway aprons within the project limits will occur during the overnight hours (10:00 PM - 6:00 AM) of Sunday, October 20 and Monday October 21, 2024.  

During the week of October 21, signing and pavement markings are expected to be installed. Within the next few weeks, the installation of decorative crosswalks is planned, which will require some traffic disruption between Welles Street and Ripley Road. The Town will provide updates regarding the installation schedule as applicable, as some delays are expected through the work zone. While this work is underway, motorists will be advised to seek alternate routes as possible. 

10/8/2024 - Paving to Begin October 9 - The Town has completed milling work on the Main Street corridor and paving operations are scheduled to begin Wednesday, October 9, 2024.  Paving work will be performed during the overnight hours, 9:00 PM – 6:00 AM, on the evenings of Wednesday, October 9 and Thursday, October 10 as well as Sunday, October 13 and Monday, October 14, 2024. Subsequent work will include pavement markings and signage followed by decorative brick work installation. With these final elements, the overall Main Street Reconstruction project is slated to conclude by month end.

The Town appreciates the public’s patience throughout this Complete Streets project, which was recently recognized through the 2024 Sustainable CT program.

10/2/2024 - Milling to Begin 10/2 During Overnight Hours - On the evening of October 2, 2024, the Town of Glastonbury will begin milling operations on Main Street. Milling work, which will span the area from Ripley Road to New London Turnpike, will be performed during the overnight hours of 9:00 PM – 6:00 AM and is expected to continue for three (3) consecutive nights. Town Engineering staff are coordinating with the contractor to implement pavement markings and reflective barrels, with traffic management provided by the Glastonbury Police Department. Motorists should be advised that raised structures will be present throughout the route. Please exercise caution and drive slowly through the work zone and use alternate routes if possible.

Pavement operations, which will follow the milling work, are slated to begin on October 13, 2024. The Town will issue another update as we approach the next phase.

9/23/2024 - Milling and Paving forecasted for early/mid-October

Project work continues on the brick snow shelf area on the west side of Main Street with completion slated by month end. Over coming weeks, periodic detours may be implemented within the project area, and particularly near the intersection of Main Street and Naubuc Avenue. 

Milling operations are tentatively planned to begin around October 4, 2024 and will be conducted during the overnight hours. Paving operations will follow and are currently forecasted to begin October 13-17.

As with any construction project of this magnitude, the schedule is subject to change based on weather, materials, and other factors. The Town will continue to share updates as available.

Businesses located in the work area will remain open throughout the project.

Please travel cautiously through the work zone. 

8/28/2024 - Resetting Curb, Widening Shoulder Widths for Cyclists - The Main Street Reconstruction project is well underway. Over coming weeks, work will continue on the west side of the road, generally proceeding from north to south. Presently, crews are resetting curb in front of the Welles Turner Memorial Library, which will ultimately allow for wider, cyclist-friendly road shoulder widths while maintaining the existing on street parking. 

Brick snow shelf work will follow in that same area and then continue southerly until the entirety of the undulating brick area is replaced with a brick surfaced construction. This will provide durability and will be resistant to development of elevation variations.

During this time, portions of the sidewalk will be temporarily closed. The project team will coordinate work to ensure the sidewalk remains open on the opposing side of the road as possible for pedestrian convenience.

At this time, the project is expected to extend into early October. The current schedule anticipates milling work to begin the week of September 22, 2024, and subsequent paving to begin immediately following the week of September 29, 2024. Milling and paving operations will be limited to night-time hours with detours instituted as necessary. As always, this schedule is subject to change based on weather and other factors.

For the safety of all, please travel slowly and cautiously through the work zone. 

7/17/2024 - Brick Work, Bus Pad, Granite Curbing - Project work over the next two weeks will continue along the east side of Main Street in the vicinity of Hebron Avenue. Brick work on both corners of Hebron Avenue is expected to be completed soon, as well as modifications to the end of the stone wall near the Center Green. Subsequent work will continue northward on the east side of Main Street toward New London Turnpike and will include construction of a new bus stop pad at the bus shelter in front of the business plaza at 2450 Main Street. The project team will also begin to reset the granite curbing on the east side of Main Street at New London Turnpike.

6/13/2024 - Widening Shoulder for Cyclists, Enlarging Pervious Area and Supporting Tree Preservation - Work over the next week is expected to entail minor road widening along the Center Green frontage to provide wider shoulders for cyclists. Simultaneously, work will be performed to enlarge the pervious area around the existing locust trees on the west side of Main Street.

During the project design process, maintaining the existing trees was deemed a priority. Increasing the surrounding pervious area along with the planned work to provide drip irrigation will help maximize the probability that the trees will thrive in the years to come. An Arborist has also been retained to advise the Town regarding procedures for watering, trimming, and fertilizing the trees while work is underway.

As this work is performed, lane shifts and the periodic implementation of alternating one-way traffic schemes will continue within the work zone. Additionally, on-street parking may be limited and select areas of the sidewalk may be temporarily closed to pedestrians. All business driveways located in the project zone will remain open. Please travel carefully through the work area to help ensure the safety of all.

5/29/2024 - Minor road widening and resetting of curb line near School St. and Center Green - Work continues this week to accomplish minor road widening and resetting of the curb line on the east side of Main Street, both north and south of the School Street intersection. Next week, (week of June 3), similar work is slated to begin along the frontage of the Center Green.

Project work will continue to be conducted during standard daytime construction hours: Monday - Friday between 7:00 AM and 5:00 PM. Please travel cautiously through the work zone.

5/15/2024 - Median Construction and Widening/Resetting of Granite Curb - The project crew is currently working to construct a median island near the southerly project limits or the area near First Church of Christ Congregational. This work will continue into early next week. Alternating one-way traffic patterns will remain in place for the duration of this project component.

Subsequent work will focus on the east side of Main Street, both north and south of School Street, and will predominantly consist of minor widening and resetting of granite curb. To facilitate two-way traffic during this phase, on-street parking may be temporarily limited or unavailable on Main Street. 

5/10/2024 - Work Underway - Reconstruction work began early the week of May 6, 2024 and is currently in progress near Town Hall. Project updates will be issued regularly to keep the community informed of timely updates and any potential travel impact. Please exercise caution and patience while traveling through the construction zone as we work to improve the conditions of this essential roadway.

4/18/2024 - Project Further Delayed - Slated to begin early May - The reconstruction project planned for Main Street has been further delayed with work now anticipated to begin in early May. Town staff were recently notified that the contractor has had difficulty procuring some necessary construction materials, which are now expected for delivery on or around April 29, 2024. Upon receipt, the contractor could commence project work shortly thereafter, and potentially the week of May 6, 2024.

Glastonbury Engineering staff receive ongoing updates from the contractor and will continue to share project developments and anticipated work schedules as details are further solidified.

The Town appreciates the patience of community members as we prepare for this important project.

4/1/2024 - Project to Begin April 22 - Construction work on Main Street is slated to begin on April 22, or roughly two weeks later than previously anticipated. This delay is strategically planned to coincide with brick paver leads times and is intended to support project efficiencies once work has commenced.

The work schedule continues to be contingent upon weather and other factors, and the Town will share any further updates as applicable. We appreciate your patience as we work to maintain the integrity of our community roadways, walkways, and bike paths.

3/18/2024 - Community Information Meeting - On March 18th at 5:00 PM, the Town hosted a community meeting, at which Town staff reviewed the project scope and addressed attendee questions. The meeting was offered in a hybrid format to allow for attendance in-person at Town Hall Council Chambers or virtually through Zoom. A video recording of this meeting is available through the Town's Video OnDemand portal.

3/22/2022 - Public Information Hearing - A Public Information Hearing was held for this project on March 22, 2022 as part of the Town Council meeting, and corresponding notices were mailed to tenants and businesses located within the project area. (See meeting documents below.)
