Sewer Permits

Inspections

Inspections for Right-of-way and Sewer Permits must be scheduled by calling the Engineering Division at (860) 652-7735.

Sanitary Sewer Permits are required for all activities performed on the sanitary sewer system, whether located within Town-owned property or within private property. These activities include the installation or repair of a private sanitary sewer house connection, street sewer, sewer trunk line, or any other activity involving the sanitary sewer system. 

All contractors working on any portion of the sanitary sewer system, including sewer laterals, must have a town-issued Right-of-Way License, which requires a $10,000 bond and certificate of insurance. See the "Permit Requirements" page for additional details.

Sewer permits are issued only to Contractors licensed by the State of Connecticut for this type of work and not to individual property owners. Applicable state licenses include a P-1 Unlimited Plumbing / Piping License, W-9 Limited Plumbing-Piping Contractor’s license, and P-7 Contractor-Limited to water, sewer, and storm lines. Permits are issued in the Engineering Division Office for a charge of $50.00. 

Work performed on the sanitary sewer system without a Permit is in violation of the Code of Ordinances.

The extent of the sanitary sewer system in Town is shown on the Sanitary Sewer Service Area map located in the Maps section of the Engineering Division Website. This information is also available on the Town’s GIS web site. To find it in the GIS, type in the street name and property address for the property in question under the “Search” tab on the right side of the screen. The “Results” tab will then show information on file regarding the subject property and the map will zoom to the property in question. To view information regarding sewers in the area surrounding the property, select the “Layers” tab, and then click the check box next to “Water and Sewer”. Sewers will be shown in brown (storm drainage systems will also be shown in green). Clicking on the “Infrastructure” layer checkbox is often helpful as well in order to show the location of streets, parking lots, buildings, etc.

Property owners are responsible for cleaning or routing of the sanitary sewer lateral between the house and the sewer main in the street in the event of a sewer backup. If routing has been completed to the sewer main and the problem has not been resolved, then the Engineering Division should be contacted at (860) 652-7735 for further assistance.

Please refer to the Town of Glastonbury Code of Ordinances, Section 19-194 (Chapter 19, Article II, Division 11) for information as to the responsibilities and procedures for repairs of sewer laterals, which may be accessed on-line at http://www.municode.com.

The location of existing building sewer connections, or sewer laterals, is available on the "Sewer Lateral Tie Card", a copy of which can be obtained from the Engineering Division Office. This information is also available on the Town’s GIS web site. Upon performing a search for a property by street name and address, the sewer tie card will be listed as a link under the “Hyperlink” section of the “Results” tab if the property is connected to the Town sanitary sewer.

The Water Pollution Control Authority (WCPA) authorized staff to update the Town's Master Sewer Plan, which was last completed in 1995 for the Roaring Brook watershed only. Prior to this there were three Master Plans which were prepared between 1976 and 1977 for the three major water sheds; Roaring Brook, Salmon Brook, and Hubbard Brook. Although the Roaring Brook plan was updated in 1995, plans for Salmon and Hubbard Brook watersheds were not updated. These plans outlined a broad sewer system program which generally provided for the construction of sewers along brooks and stream corridors throughout these watersheds. Since these plans were no longer considered viable long term solutions updating and consolidation of plans was recommended.

1. Consolidate and update to current standards and practices previous planning documents from the 1970s.
2. Protect the rural nature of the town while planning for the management of future wastewater needs.
3. Provide recommendations for the most economically sound and cost effective approach to wastewater disposal, which are consistent with current Town and State Plans of Conservation and Development, Town Planning and Zoning, wetland regulations, anticipated development and redevelopment, and current engineering standards.
4. Identify future requirements for maintenance and replacement of an aging sanitary sewer system infrastructure. 
5. Understand future needs and financial requirements for the WPCA as it relates to an aging infrastructure.
