2018-2028 Plan of Conservation and Development (POCD)

On October 30, 2018, the Town Plan and Zoning Commission adopted the 2018-2028 Plan of Conservation and Development (POCD). The Plan is effective November 30, 2018 and was updated and adopted in accordance with the statutory requirements identified within the Connecticut General Statutes, Chapter 126, Section 8-23.

The process for updating the POCD was an inclusive one that solicited participation from town boards & commissions, local & regional organizations, and the general public. A total of seventeen (17) public meetings were conducted over the course of a year and a half, 12 of which were in-depth discussions focused on specific subjects within the Plan.  

The POCD maps out the vision for how the Town of Glastonbury will grow and preserve over the next decade. It represents a unified vision that incorporates the various aspects of planning including, but not limited to:

  • Sustainability
  • Housing
  • Economic development
  • Natural resource protection
  • Education
  • Health
  • Transportation
  • Infrastructure

During the POCD update planning process, the Commission also made a series of technical corrections to the Future Land Use Map, the visual representation of what is articulated in the Plan. This map is incorporated in the document and can also be found by clicking on the POCD document link below.
